How we work
RTLB Cluster 25 operates as part of the national RTLB service funded and overseen by the Ministry of Education | Te Tāhuhu o te Mātauranga.
RTLB are fully registered specialist teachers employed through a lead school on behalf of the Ministry of Education and we work across a cluster of schools in accordance with national RTLB operational guidelines, expectations, and timeframes.

The He Pikorua Practice Framework, which shapes how we work in partnership with schools and whānau
He Pikorua provides the professional framework for RTLB practice across Aotearoa New Zealand. It ensures our work is collaborative, culturally responsive, strengths-based, and focused on building sustainable capability within schools.
As a cluster, this means our practice is consistent with national expectations while being responsive to the unique needs of the schools and communities we serve.
The RTLB service is also guided by the following MOE service expectations:
modelling effective practices, strategies and techniques
collaborating with local agencies to provide timely access to support
supporting transitions for learners
undertaking appropriate screening and data-gathering processes to inform interventions without conducting diagnostic assessments, and
delivering evidence-based support and interventions.
